This page explains the POM routine in detail, when it would be used and why.

The Prepare Observe Move routine

Prepare

This is getting the vehicle ready / prepared to pull away when the road is clear.
Clutch down, hold it down, select first gear, set the gas pedal, (about 1500-2000 rpm) then bring the clutch up slowly to the biting point this should be about half way up the clutch travel, you will hear the revs drop slightly, you may feel the rear of the car go down slightly.
(If the rear goes down a lot your clutch pedal is to high,)
This will cause the car to serge forward when you release the handbrake.
Correct this by pushing the clutch pedal back down slightly, you should feel the rear rise again.
Have the Handbrake ready to release in your left hand, and your right hand on the wheel

Observe

Take a good look around the vehicle, 360 Degrees looking over your left & right shoulders
Check center mirror / right mirror
Check right shoulder blind spot
Signal only if there is someone to signal too, (including Pedestrians)

Move

If all clear, release the handbrake, clutch very gently up while gently increasing the gas, even when the car is moving continue to bring the clutch up slowly, this will prevent the car from jerking. If you find the vehicle is starting to move away to fast, ease off the gas slightly and push the clutch back down slightly.
Getting this part right will come with practice.
Check center mirror to asses traffic behind you
If parked on the left near a kirb etc.
Once moving steer slightly to the right to the normal driving position, One meter from the kerb
Steer left to straighten the car,
Check center mirror to asses traffic behind you

The POM routine, When ?

This routine is probably used nearly every time you pull away from a stopped position, this could be pulling away from the kirb, moving off at traffic lights, from stop signs, starting a manoeuvre, reversing etc..
As your confidence grows you will be able to come to the biting point and set the gas at the same time. this will stop the car just reving just before you pull away, again this will just take practice.

The POM routine, Why ?

As a new driver getting to the biting point takes a bit of practice, this in turn takes a little more time than it would for an experienced driver, also making effective observations and acting on the information also takes a little longer.
Using the POM routine enables you to pull away quicker, in a gap in the traffic for example
As your driving skills progress the POM routine should still be used but it will become second nature
